thank you for your kind comment, Тереза! I'd say you mostly use "за окном" when talking about weather related issues like temperature and sunshine. For example : За окном темно. За окном хорошая погода etc
But you can use на улице in these and all other cases. So yeah, we use на улице more often

You can also use "за окном" when talking about objects that are clearly seen or situated just outside your window (near your house):
У меня за окном растёт большое дерево.
У вас за окном прекрасный вид!
Маша повесила за окном кормушку для птиц.

In my group "Resources to Share" I have posted two photos: (1) a picture of some icicles hanging from a building in St. Petersburg; and (2) a sign which reads: "Careful!!! Danger zone. frozen icicles". (Native Russian speakers please feel free to correct my translation and/or give any more information!)
By the way, to date, six more people have died from being struck by icicles in St. Petersburg.

I found the icicle story particularly interesting. And because you included a typed version of the headline in Russian, I was able to search Yandex and read the full story. They even had a map of where the incident took place!
I have a language question, though. Under what circumstances would you use "за окном" and what would be the difference with "на улице"?
